"I want a cheap option with a van near CGH" — the honest answer
It doesn't exist — and it doesn't need to. Congonhas is a dense urban airport: no parking lot in the area runs a shuttle van that would be worth it. The Bandeira Park location is ~300 meters from the terminal, and the ~5-minute walk through the covered tunnel (with escalators, open 24/7) is faster than waiting for any shuttle to arrive, board and loop around the block.
